Addressed an issue where failed package registrations were resulting in orphaned revisions. Now, only valid packages will create new revisions, ensuring cleaner and more reliable revision management.

Enhanced the TAM CLI error messages to be more user-friendly and accurate, particularly when the command and control system is down on the TAM side.
